This paper reviews a framework for thinking about harm reduction goals, and illustrates how some harm reduction perspectives are more receptive than others to a prominent law enforcement role. Evidence is presented showing that drug law enforcement can encourage heroin users into treatment. However, there is also evidence that drug law enforcement can have unintended consequences which increase other harms associated with heroin use. This paper indicates that both law enforcement and treatment have a role to play in minimising the harm associated with heroin use. Alcohol and Other Drugs Council of Australia (ADCA) Inquiry into Crime in Australia Submission to House of Representatives, Standing Committee on Legal and Constitutional Affairs which provides an overview of the types of alcohol and other drug-related crimes that are committed against Australians. It highlights a range of interventions that have potential to reduce alcohol and other drug related crime in Australia. These include: multi faceted alcohol-specific interventions such as decriminalisation of public drunkenness, licensing accords, random breath testing and hypothecation of alcohol tax; diversionary strategies to reduce alcohol and other drug-related crime among offenders; effective drug treatment options for people in custodial settings; and greater analysis of effective and ineffective approaches to law enforcement. Australian Federal Police (AFP) The website has information on Australian law enforcement activities in relation to drug trade and seizures. It also has information on the Law Enforcement Cooperation Program (LECP) which plays a critical role in the cooperation is based on the AFP's international liaison officer network.
Australian Institute of Criminology (AIC) Drug Detection and its Role in Law Enforcement A research paper by John H. Lewis. This paper looks at the detection of drugs in our society. It also looks at the development and application of new drug detection technologies and their role in law enforcement efforts to track the source of drugs entering Australia. May 2001 Drug Use Monitoring in Australia (DUMA) DUMA is a project which seeks to measure drug use among those people who have been recently apprehended by police. Data from DUMA is used to examine issues such as the relationship between drugs and property and violent crime, monitor patterns of drug use across time, and help assess the need for drug treatment amongst the offender population.
National Drug Law Enforcement Research Fund (NDLERF) The NDLERF was established by the Ministerial Council on Drug Strategy (MCDS) on 10 June 1999. It promotes quality evidence-based practice in drug law enforcement to prevent and reduce the harmful effects of licit and illicit drug use in Australian society. Material is available here to assist potential applicants to develop applications for NDLERF grants. NDLERF reports and other publications relating to enforcement can also be accessed here.
The National Drug Law Enforcement Research Fund (NDLERF) The role of police in preventing and minimising illicit drug use and its harms. Tasmania Law Reform Institute: Intoxication and Criminal Responsibility. Issue Paper No. 7 This issues paper discusses reforming the law in relation to the law of intoxication and criminal responsibility in Tasmania. It is concerned with the question of the extent to which an accused person should be able to rely upon intoxication caused by alcohol or drugs as a defence to a criminal charge. 2005

Beckley Foundation Drug Policy Programme (BFDPP) Law Enforcement and Supply Reduction This report looks at the approach to drug policy that has dominated the field for much of the past 40 years, and is sometimes characterised - and, to some degree, caricatured - as the 'war on drugs' approach.
Bureau for International Narcotics and Law Enforcement Affairs The Bureau provides advice to the US Government regarding the development of policies and programs to combat international narcotics and crime.
Drug Enforcement Administration (DEA) The DEA operates a number of programs and operations that aim to enforce the controlled substace laws and regulations of the United States.
Europol Europol is the European Law Enforcement Organisation which aims at improving the effectiveness and co-operation of authorities in the Member States in preventing and combating terrorism, unlawful drug trafficking and other serious forms of international organised crime.
International Narcotics Control Board (INCB) The INCB is an independent and quasi-judicial control organ for the implementation of the United Nations drug conventions. The INCB aims to promote compliance with the provisions of international drug control, crime prevention and international terrorism.
National Criminal Justice Reference Service (NCJRS) A source of law enforcement information. It supports all bureaus of the US Department of Justice, Office of Justice Programs: the National Institute of Justice, the Office of Juvenile Justice and Delinquency Prevention, the Bureau of Justice Statistics, the Bureau of Justice Assistance, the Office for Victims of Crime, and the OJP Program Offices. It also supports the Office of National Drug Control Policy.
